The number of refugees remaining in Poland can be estimated at around 960 thousand. More than 40 percent of refugees from Ukraine in Poland are children and 65 percent are female. According to the latest protection profiling findings from Poland, 64 percent of the respondents plan to stay in Poland mainly due to safety reasons. To provide the best support to them, we work in different locations in Poland through diverse approaches: partner-led and joint IRC-partner interventions and activities led by the IRC in the frame of three programs: Economic Recovery and Development, Protection and Education.

We are seeking an Economic Empowerment Senior Officer for Entrepreneurship Development, who will ensure IRC engages with public and private stakeholders to promote economic wellbeing outcomes. This role involves coordinating international stakeholders and ensuring timely and quality delivery of project outcomes. The ideal candidate will have a strong understanding of entrepreneurship in the development sector and experience managing EU-funded grants.
Program Implementation Tasks:
• Organize Job Fairs in Poland with Labor Officers, Business Associations, Chambers of Commerce, and other stakeholders.
• Organize Technical Tables to promote access to finance for Ukrainian entrepreneurs.
• Engage with public sector institutions to ensure services and assistance for refugees.
• Collaborate with NGOs and the Center for Integration of Foreigners (CIC) to provide information on IRC employment services.
Additional Activities:
• Ensure project implementation is on time, with target goals and budget management.
• Research public sector initiatives and trends to ensure IRC presence.
• Represent IRC in external events and networking meetings.
• Provide technical direction for ERD public sector engagement activities.
• Support ERD Team in proper documentation and compliance with IRC standards.
• Conduct public sector partner mapping and contextual assessments.
Monitoring, Evaluation, Accountability, and Learning (MEAL):
• Adhere to detailed implementation plans using effective monitoring & evaluation systems.
• Ensure proper data collection and information management systems.
• Support written program evaluations and reviews.
• Address feedback from clients and partners.
Professional Standards:
• Complete other duties as assigned by the supervisor.
• Adhere to the IRC Way Standards for Professional Conduct and IRC country employment policies.
JOB REQUIREMENTS
Education: Minimum Bachelor’s degree in International Development, Business Administration, Economics, Social Science, Humanitarian Response, or related areas. Advanced degree is a plus.
Experience:
• At least 4 years of relevant work experience in public and governmental sectors or NGOs.
• Native level of Polish, English Intermediate level, Ukrainian/Russian is an asset.
• Proven experience in job activation projects or public support institutions in Warsaw.
• Knowledge and experience in implementing humanitarian or development projects.
• Strong interest in supporting refugees and vulnerable populations.
• Ability to maintain confidentiality and respect for beneficiaries and partners.
• Proven ability to work well in a multi-cultural environment.
• Willingness to travel within Poland.
• Proficiency in Microsoft Office suite.
Key Working Relationships:
Position Reports to: Economic Empowerment Manager
Works closely with:
• Internal: ERD team members, IRC Monitoring, Evaluation, Accountability and Learning (MEAL) staff, Finance and Supply Chain.
• External: IRC’s partner organizations, local municipalities, CSOs, and other community stakeholders.
**Working Environment:**Hybrid. This position is based in Warsaw, Poland, with some traveling within the country.
