About UOSSM

Since 2012, UOSSM International has been providing medical relief and healthcare services to thousands of people affected by the crisis in Syria, Turkey, and other countries. UOSSM is a non-governmental organization registered in France and has a mission to deliver projects in Gaziantep, south of Turkey. UOSSM’s capacity is 65 staff in Turkey, Gaziantep, and about 1800 staff inside Syria providing health services to around 1.5 m beneficiaries on annual basis. UOSSM delivers services related to Health, Protection, Nutrition, Mental health, referral ambulance services, and other interrelated ones. The annual budget is estimated at about 20 M USD approximately. Our largest achievements are to operate vital hospitals in the northwest of Syria and operate a big number of PHC centers, establishing complementary services like solar systems for many health facilities. The following are examples of activities and services but not limited to: Deliver primary care, trauma care, and psycho-social support services, Support clinics and hospitals with medicine, medical supplies and operating expenses, Train and developing human capital and medical practitioners caring for victims of war, Collect data to improve the quality, quantity, and types of health services provided, Coordinate with partner organizations to ensure that aid reaches those in need and Engage the international governments, international bodies and the public for support.

Purpose of Position:

The financial Manager will be responsible for UOSSM International financial-related activities, including financial planning, financial management, all levels auditing, all levels organizational assessments.

Key responsible:

Policy Formulation and Senior Management

  • Membership in UOSSM International senior manager team SMT.
  • Provide thought leadership Actively participate in the roll out and monitoring of the UOSSM financial Strategic and executive Plan.
  • Produce Provide guidance, strategic analysis and planning for financial performance development.
  • Set the direction for the finance including roles, responsibilities, accountabilities and reporting.
  • Work with the ED and BD director to maintain a funding strategy to ensure future funding streams are known and developed to the greatest extent possible
  • Ensure that internal and external reporting requirements are met in an effective and timely manner through effective contract management and monitoring
  • Ensure good communication and knowledge exchange between mission and the HQ and regularly update management meeting and staff on financial performance as challenges.
  • provide regularly scheduled reports about compliance and best practices of UOSSM processes mitigation of risk or fraud.

The key duties and responsibilities of the Director of Finance include

  • Developing financial strategies and developing annual plans and policies
  • Monitoring financial performance by measuring and analysing results, initiating corrective actions, minimizing the impact of variances
  • Managing budget and forecast processes, providing financial direction and assisting in strategic decisions
  • Reviewing financial reports for ways to reduce costs.
  • Prepare timely and detailed reports on financial performance.
  • Conduct analysis to make forecasts and report to upper management.
  • Ensuring compliance with policies, and legal requirements by researching existing and new legislation, consulting with outside advisors, and filing financial reports.
  • Overseeing the organization financial systems and procedures and recommending improvements where necessary.
  • Ensure cash flow is appropriate for the organization’s operations
  • Managing relationships with partners and investors
  • Leading and mentoring a team of finance, financial controller and accounting professionals
  • Maximizing return on invested funds by identifying investment opportunities and maintaining relationships with the investment community

Staff Management, Development and Organization Learning:

  • Provide technical support and on-going on-the-job training and coaching to staff in finance
  • Ensure that work within the Finance team is regularly planned, organized, and adjusted to ensure efficiency and efficacy in a high-pressure environment
  • Work to build fit-for-purpose mechanisms to improve information management and organizational learning
  • Ensure that UOSSM’s Code of Conduct and Safeguarding policies are fully integrated and implemented in all aspects of work
  • Provide tailored mentoring and monitoring to his/her Team

Accountability

  • promote and ensure compliance with Standard
  • ensure that the finance team and financial controller align with UOSSM policies and procedures

Financial Management & Systems

  • Set financial system with quality reporting and feedback mechanism.
  • Review proposed budgets and ensure they are realistic, and in line with donor regulations and comply with UOSSM Procedures & Policies
  • enhance the performance and oversee coordination between finance departments and all relevant departments to ensure close management of budgets and expenditures in compliance with donor guidelines.

Skills and Requirements

  1. Education: must usually have a bachelor’s degree in business, finance, or another related field as the minimum educational requirement.
  2. Fluent in Arabic and English
  3. 5-10 years of NGOs experience (Financial Field)
  4. Ability to train, develop and manage financial teams
  5. Strong skill in financial planning and long-term financial decision making
  6. Strategic mindset in financial.
  7. Professional business acumen.
  8. Excellent communication skills, capable of effectively engaging with external stakeholders and partnerships, internal teams and senior leadership.
