Background

Oxfam has been working in Jordan since the 1990s, supporting humanitarian and development programs that address the needs of refugees and vulnerable Jordanian communities. Through its Gender Justice program, Oxfam is a key partner in the regional Masarouna initiative, a movement that seeks to strengthen civic space and influence decision-making on young people’s Sexual and Reproductive Health and Rights (SRHR) in the MENA region. The program supports youth-led advocacy, amplifies marginalized voices, and promotes policy reforms through strategic partnerships and grassroots mobilization.

Since its inception, Masarouna in Jordan has made notable progress in advancing youth-led advocacy, increasing SRHR awareness, and strengthening coalitions. However, the journey has not been without challenges, including societal resistance, policy restrictions, and limited civic space. As the program nears a critical reflection point, Oxfam seeks to engage a consultant to document Masarouna’s journey in Jordan—highlighting key achievements, success stories, and challenges faced—to inform future programming and advocacy efforts.

Objective of the Consultancy

This consultancy presents an exciting opportunity to capture the transformative journey of Masarouna in Jordan and contribute to shaping the next phase of youth-led SRHR advocacy in the region. The primary objective of this consultancy is to document and analyze the journey of Masarouna in Jordan. This will include:

  • Capturing the program’s key achievements and impact on SRHR advocacy and youth engagement that was achieved through Oxfam in Jordan and the implementing partners
  • Showcasing success stories from young activists, partners, and stakeholders.
  • Identifying key challenges and barriers encountered during implementation.
  • Providing recommendations for future programming and advocacy based on lessons learned.

Scope of the assignment

The consultant will be responsible for the following tasks:

  1. Desk Review: Analyze project documents, reports, and evaluations to understand Masarouna’s approach and outcomes.
  2. Stakeholder Interviews: Conduct semi-structured interviews with youth advocates, implementing partners, policymakers, and community members.
  3. Case Study Development: Develop in-depth case studies highlighting transformative change stories from the program.
  4. Challenges and Lessons Learned: Analyze major hurdles encountered and strategies employed to overcome them.
  5. Final Report: Produce a comprehensive document capturing Masarouna’s journey, key insights, and future recommendations.
  6. Presentation of Findings: Present key takeaways to Oxfam and relevant stakeholders.

Required Qualifications

The consultant should have the following qualifications:

  • Proven experience in research, documentation, and case study development.
  • Expertise in gender justice, youth advocacy, and SRHR in Jordan or the MENA region.
  • Strong qualitative research skills, including stakeholder interviews and storytelling.
  • Experience working with international NGOs and civil society organizations.
  • Excellent writing and communication skills in English and Arabic.

Submission Requirements

Interested applicants should submit:

  1. Technical Proposal: Including an approach, methodology, and work plan.
  2. Financial Proposal: Detailing consultancy fees and associated costs.
  3. CV & Portfolio: Demonstrating relevant experience and previous publications.

Evaluation Criteria

Proposals will be evaluated based on:

  • Technical proposal (50%) – Feasibility, methodology, and understanding of the scope.
  • Financial proposal (30%) – Cost-effectiveness and clarity of budget.
  • Relevant experience (20%) – Expertise in research and documentation.

Oxfam encourages applications from diverse backgrounds, particularly those with experience in feminist research and youth-led movements.
