Polish Humanitarian Action (PAH) is currently looking for a Country Access and Security Manager to ensure that organizational security and safety policies and procedures are responsive to the context, are contextually appropriate and known and followed by the staff, and to advise on humanitarian access processes and approaches in close coordination with program teams.

PAH has been present in South Sudan since 2006 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people and most vulnerable communities, working in the sectors of WASH, Shelter NFI, Food Security and Livelihood, Protection and Education.

Key Duties and Responsibilities:

  • Provide technical support and advice on all policies, procedures, guidelines and planning for staff safety, operational security and program continuity
  • Develop and implement humanitarian access strategies and approaches tailored to local contexts in field sites in South Sudan
  • Work with key stakeholders to develop, consolidate and implement operating procedures and contingency plans
  • Evaluate, review and update the hibernation and evacuation plans for all PAH sites in South Sudan and ensure that practical preparations are in place and known to relevant staff
  • Provide and implement the best possible solutions for the use of equipment to facilitate communication between staff, including proposing safe alternative means of communication and equipment
  • Undertake continual assessments of equipment, and the protocols by which that equipment is used, to ensure that minimal conditions for security are being met
  • Responsible for Flash Reports of security events and transmission to all staff. Will respond to all critical incidents and in a reporting role / in coordination with the Country Director
  • Evaluate, review and update security management plans on a regular basis. Reference and ensure compliance to the PAH security management framework within the security packages and all annexes
  • Lead development of emergency preparedness plans and contingency plans, including evacuation procedures for international staff
  • Facilitate and support Country Director on functional of Crisis Management Team during security emergencies and major security threats and incidents
  • Ensure that an appropriate training package is developed and given to all staffs on safety and security procedures, crisis management protocols and handling hostile situations
  • Coach and mentor the local SFPs in Juba and field offices to fulfill their role as the operational arm of PAH security management strategy in SSUD. Develop a work plan for SFPs that can be remotely monitored
  • Work with Human Resource and Administration Coordinator to ensure security onboarding to all new staff/consultants and visitors
  • Ensure regular staff safety refresher training/drills on evacuation, fire safety, first aid, are carried out in all locations
  • Support for the PAH fleet and drivers/boat captains in South Sudan; including maintenance, scheduling, training and performance as per discussions and plans with the Logistics Department
  • Support in security due diligence in procurement of goods and services according to laid down PAH procedures
  • Work to ensure that PAH, its mission and work in all areas of operation, is known and accepted
  • Inter-agency coordination with relevant security actors e.g., NGO security staff, security forces, local community stakeholders, local authorities, Access Working Group, OCHA, ICRC, UNDSS, etc. Encourage PAH Juba and field-level coordination with these stakeholders
  • Technical Supervision of field-based Security Focal Points

The successful candidate will be selected based on the qualification requirements described below:

  • BA / Master’s Degree in Security, Safety, International Relations or any other relevant field
  • Minimum 5 years of relevant work experience in INGO security management or security risk management with background and interest in complex/insecure international humanitarian sector
  • Skilled in team management and capacity building with abilities to run briefings, presentations and training
  • Excellent interpersonal skills and ability to work effectively with people at all levels with varied backgrounds, experience and skills and contribute to achievement of common goals
  • Excellent organization skills, including time management & prioritization
  • Excellent English language skills (written and verbal), at least C1 level
  • Good command of local language would be an asset
  • Sound understanding of local context and humanitarian and humanitarian set-up
  • Fit for travel in complex situation
