Context
As a result of the historic Paris Agreement reached at Conference of the Parties (COP) 21 in 2015, Nationally Determined Contributions (NDCs) became central for the implementation of ambitious climate policy. In order to comply to the global goal, many developing countries face challenges in the process of planning for NDC updates and implementation as well as integrating new global climate priorities into national climate action and budgets. Such challenges can include a lack of technical expertise to plan, sequence and execute climate action, underdeveloped monitoring mechanisms and access to accurate data collection systems to inform policy making, as well as a lack of clear regulatory frameworks, inadequate enabling environments, or insufficient human or institutional capacity to engage all relevant governmental stakeholders, including limited access to climate relevant funding sources.
To tackle the existing issues, the NDC Partnership was launched in 2016 to support countries to overcome aforementioned implementation challenges and enables through a Match-Making Process international support to respond to specific country needs for effective climate planning and implementation. The Partnership uses a flexible, country-driven process for planning, coordination, resource mobilization, implementation, and progress tracking of prioritized climate activities. Member countries can receive support upon request, to implement and align their ambitious climate and development goals in an effective and coordinated manner with the support of bilateral and multilateral donor programs.
The German Corporation for International Cooperation (GIZ) GmbH self-initiated project “Empowering Countries to actively engage in the NDC Partnership” (from here on further mentioned as SIP) started in 2023, designed as GIZ’s direct contribution as an institutional member to the NDC Partnership.The project focuses on providing support for needs-based assessment (cross-sectoral and climate relevant) before requests are submitted to the NDC Partnership. SIP develops and disseminates concepts, tools, good practices, and narratives to support selected NDC Partnership member countries with low institutional and technical capacities to further increase their strength to assess and sequence their existing and immediate climate policy and planning needs and provide high quality preparation support.
In the context of Djibouti’s accession to the NDC Partnership in February 2024, the Partnership Support Unit linked SIP with the Government of Djibouti, which has expressed the need to develop a roadmap for the implementation of its NDC 2.0. The NDC, initially submitted in Convention on Climate Change (UNFCCC).
The establishment of an implementation framework for the NDC is essential to coordinate actions to reduce greenhouse gas emissions and adapt to the effects of climate change. This implementation framework for the updated NDC will be the central document to guide climate action in August 2015, has been updated and will be submitted shortly to the United Nations Framework
Djibouti, by identifying priorities and strategies as well as supporting the development of bankable projects to achieve the mitigation and adaptation targets. By developing a coherent framework for NDC implementation with clear activities and support needs, Djibouti should be enabled to better access international climate finance. The priority sectors for Djibouti include energy and transport for mitigation, and agriculture, water resources and coastal zones for adaptation.
2. Personnel concept
The tenderer is required to provide personnel who are suited to filling the positions described, on the basis of their CVs (see Chapter 7), the range of tasks involved and the required qualifications.
The expert should have solid experience in their specific sector, with recognized expertise in the implementation of climate projects in contexts similar to Djibouti (dry, hot, vulnerable to climate change). The below specified qualifications represent the requirements to reach the maximum number of points in the technical assessment.
Key expert 1: Adaptation
Tasks of key expert 1
- Define sector priorities and implementation strategies
- Conduct consultations with key stakeholders (public, private, civil society organisations) on the supply (ongoing support/initiatives) and demand (needs/support gaps) sides to support NDC implementation in adaptation-relevant sectors
- Propose specific projects to be submitted to the international community for funding
- Identify capacity building opportunities in each sector
Qualifications of key expert 1
- Education/training (2.2.1):
University degree (Equivalent ‘Diplom’/Master) in the area of adaptation and sustainable resource management (focus on areas of agriculture and land use, hydrology) or a related field
- Language (2.2.2):
C2 -level language proficiency in French
- General professional experience (2.2.3):
At least 5 years of experience in project development in the areas of adaptation to climate change, particularly regarding climate resilient agriculture and livestock, and sustainable water-use management

Specific professional experience (2.2.4):
- Excellent knowledge and 5 years of work experience in the field of climate change adaptation and resilience, both in the planning and implementation of adaptation measures and policies (e.g. NAPs and National Communications), as well as the assessment of adaptation impacts. Furthermore, experiences in the field of Ecosystem-based adaptation would be an asset.
- Excellent knowledge and at least 2 years of work experience in the field of adaptation and mitigation linkages, coherent climate policy implementation and planning (including linkages to the Agenda 2030, Sendai Framework and Green Economy) and development of innovative and coherent solutions.
- In-depth thematic knowledge on sustainable approaches and solutions for water, agriculture sector:
- Knowledge on the topic of efficient irrigation systems for the sustainable management of agricultural resources is required
- Experience in the implementation of adaptation projects in the agricultural and pastoral sectors is desired
- Experience in the area of integrated management systems for water resources, including groundwater resources in arid environments
- Expertise in the implementation of strategies or adaptation technologies for the management of water in the agricultural and pastoral sectors is required
- Knowledge of MRV systems
- Excellent knowledge of and prior working experience in the field of climate finance, both for financing adaptation (as well as their multiple benefits), next to work experiences in the engagement of and with the private sector, in the context of sustainable development and Green Economy.
