TITLE: Field Manager (Damascus & Aleppo) – 2 Positions

GRADE: NAT 2 CONTRACT LENGTH:
12 months
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE: The Field Manager will be expected to lead on all aspects support functions and program implementation in the south of Syria based out of the Save the Children office in Damascus, as well as ensure administrative oversight of the Damascus Field Office. This includes supply chain, program coordinators (number depending on program coordinator duty station), and security. In addition to direct line management of incumbent will provide matrix management of Finance, MEAL, and other functions that are based in the Field Office but administratively reporting to the main office functional leads. The post holder will also represent Save the Children with stakeholders working in the south of the country, including government, NGOs, partners, and communities. All activities in this location are conducted through the partnership modality.
SCOPE OF ROLE:

Staff directly reporting to this post: Programme Managers, Admin staff, Supply chain staff

Staff dotted line management: 4 indirect reports
KEY AREAS OF ACCOUNTABILITY:

Leadership: Oversight and strategic analysis of context, emerging needs, opportunities, coverage, resources at the field office level strengthen SCI capacity, positioning and align operational strategy to contextual dynamics. Build a high performing team in line with SCI core competencies capable of delivering the high quality & impactful programming. Maintain & develop strong collaboration with other functions including PDQ and support functions.
Program Management: Provide oversight, support and ensure accountability of program coordinators to achieve robust planning & review, adequate support from support & technical functions, efficient budget management, quality assurance, timely & quality reporting, risk management & adaptations, smooth coordination/approvals & effective close out or scale up.
Managing support services: Oversee & ensure implementation of SCI policies and procedures at field office level. Ensure the safety & security of (SCI staff, beneficiaries, stakeholders, program, and assets) in line with security management plan & advice of Safety & Security Director. Oversee & support procurement function ensuring timely delivery of goods/services in line with SCI procurement principles & standards. Ensure adequate and proper fleet management, warehouse management, administration & IT services. Support HR function in the country office to ensure timely & quality recruitment, induction, capacity building, performance management, retention, & staff wellbeing. Maintain oversight of field office budget portfolio and ensure proper budgeting, forecasting, payments, budget monitoring, compliance & reporting for all awards in field office. Support finance function in country office in budget planning, accounting, monitoring, compliance & reporting.
Partnership Management: Ensure effective identification, selection of partners in collaboration with partnership & other relevant functions, Ensure adequate support & monitoring of partners work in line with CO partnership strategy, partnership agreement and departmental guidance with focus on strengthening strategic partnership relationship, communication, capacity building, technical support, risk management/compliance, quality assurance, reporting & efficient delivery of projects.
Coordination, representation & visibility: Maintain effective coordination, representation and engagement with stakeholders including relevant government authorities, INGOs, UN clusters, partners, members and donors in line with SCI strategic and operational interests and guidance. Promote visibility of Save the Children as lead child rights organization through engagement with stakeholders, communication material & highlighting issues of children in collaboration with AMC team.
Risk Management: Given the high-risk environment in Syria, oversee and ensure operational risks are regularly assessed, monitored and mitigation measures are in place in line CO Risk Management Strategy and Plans.
Supervise and manage program staff: Ensure appropriate staffing, gender and ethnic diversity, clearly defined objectives and understanding of roles. Incorporate staff development strategies and Performance Management Systems into team building process. Establish a result-based system and follow up. Ensure availability of appropriate professional development opportunities for staff. Encourage a team culture of learning, creativity and innovation.

QUALIFICATIONS AND EXPERIENCE

• Minimum 7 years mid to senior management experience working in an humanitarian response contexts in Syria preferably with INGOs.
• Leading emergency response experience
• Education to MSc/MA level in a relevant subject or equivalent field experience
• Previous experience of managing a team and office
• Experience in managing projects, partnership management, budget, supply chain, security and coordination.
• Knowledge and experience of thematic sectors preferably child protection, education, WASH, nutrition, FSL.

o Demonstrated experience with leading program implementation with local partners is essential
o Previous experience of project management, including multi sector programmes
o Budget management experience including institutional donors
o Security management experience in insecure environments
o Field and regional representation with key stakeholders and co-ordination with other NGOs/UN
o Demonstrable experience of working with partners and establishing strong monitoring and accountability mechanisms
o Ability to write clear and well-argued assessment and project reports
o Excellent communication skills
o Strong influencing skills and experience in advocacy
o Politically and culturally sensitive with qualities of patience, tact and diplomacy
o A high level of written and spoken English
o The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances.
o Fluency in Arabic and English
o Commitment to the aims and principles of Save the Children. In particular, a good understanding of the Save the Children mandate and child focus and an ability to ensure this continues to underpin our support

Desirable
• Remote management and partnership experience
• Specific experience in designing and managing multiple donor projects including ECHO, FCDO, DANIDA, SIDA, UN agency-funded projects, along with other donors
• National level representation with key stakeholders and co-ordination with other NGOs/UN
• Prior experience in Middle East & other relevant contexts
• International experience in humanitarian sector is preferred.
