Reporting to: AVSI Syria Country Representative/ AVSI MENA Regional Manager
Aim of the position:
The Country Programme Coordinator assures efficiency and efficacy in all operations within the country. Shehe assures compliance (accountability) with AVSI’s internal policies and procedures, and according to those provided by the Donors. The Country Programme Coordinator performs each activity according to the Code of Ethics in line with AVSI Mission, Values and Method and shares the organizational culture with colleagues, beneficiaries and all stakeholders. Heshe is a role model in understating, sharing and adhering to AVSI core values and behaviors (focusing on transparency, integrity, accountability, etc. as per AVSI Code of Ethics) and ensures their adoption and implementation.
Main tasks and responsibilities:
- Program Coordination & Implementation
- Oversee the effective implementation of AVSI projects in Syria, ensuring adherence to timelines, budgets, and quality standards.
- Monitor activities, evaluate progress, and ensure timely reporting to donors and the MENA Regional Office.
- Respond to recommendations from evaluators or regional management to optimize project outcomes.
- Conduct regular field visits to supervise project sites, support staff, and ensure alignment with objectives.
- Develop and enforce Standard Operating Procedures (SOPs) and accountability mechanisms (e.g., beneficiary feedback systems).
- Collaborate with the Communication Manager (MENA and HQ) to ensure accurate communication and visibility of AVSI programs in the country
- Strategic Development & Proposal Writing
- Contribute to AVSI’s country strategy and lead the design of new project proposals in line with donor priorities.
- Identify funding opportunities, analyze CfPs, and coordinate proposal development (acting as lead writer when required).
- Participate in Go/No Go decisions for new projects based on country priorities and resources.
- Foster strategic partnerships with local NGOs, UN agencies, universities, and research centers.
- Team Management & Capacity Building
- Supervise program staff (directly and indirectly), conduct appraisals, and ensure team alignment with strategic goals.
- Hold regular meetings with project managers to address challenges, share best practices, and promote integrated approaches across sectors.
- Collaborate with the MEAL Department to strengthen monitoring, evaluation, and learning frameworks.
- Convey relevant information from senior management to program staff in order to keep them informed and engaged in strategic direction of the program.
- External Representation & Coordination
- Represent AVSI in cluster meetings, working groups, and stakeholder forums at program and regional levels.
- Maintain relationships with donors, government authorities, and humanitarian partners to secure funding and ensure visibility.
- Ensure seamless coordination between Programs, MEAL, Security, and other departments.
- Compliance & Security
- Ensure administrative and financial compliance with AVSI and donor guidelines.
- Work with the Country Representative and Security Officer to update Safety and Security Risk Assessments (SSRA) and adhere to AVSI security protocols.
Essential Requirements:
Education: University degree in Political science and international relations / Business Administration, Economics or equivalent
Work Experience: at least 5 years of global experience in international cooperation / development / Humanitarian context
Language profiency: Excellent knowledge of English.
Required skills and experiences:
- Strong capacities of PCM, financial management and planning.
- Leadership and training skills.
- Corporate managing and organizational skills.
- Capacities of managing of external audits.
- Knowledge of private donors, AICS, USAID/BPRM, UE, GIZ, UN and multilateral donors.
- Proficient knowledge of the standard IT software.
- Good knowledge area MENA.
