Tdh background

Tdh Jordan was established in 2007 in response to the Iraqi refugee crisis. Since, then the Migration program has evolved into responding to various emergencies that have afflicted the country at different periods in time, including the Syrian refugee crisis. In 2011 the organization established an Access to Justice program, focused on protecting the rights of children in conflict with the law aiming to orient the justice stakeholders towards a more child friendly and protective juvenile justice system.
Currently Tdh works with the Syrian refugees in the Emirates Jordanian camp (EJC), urban Syrian refugees and vulnerable host communities through several child focused interventions, covering geographical areas of Amman, Zarqa, Al Balqa, Irbid, Madaba and Al Karak.

Introduction:
Tdh is planning to conduct a community-led needs assessment in Irbid, Amman, Karak, Al Balqa, Madaba and Zarqa. The assessment will be led by the partners of Tdh, that will assist in having a better understanding of the contexts served and their needs, which will feed into the development of a clear programmatic framework for Tdh and the CBO partners that tackles prioritizing issues in child protection, access to Justice, through a child and youth participatory approach, in addition to having updates on the situation of return of Syrian refugees where applicable. The assessment will also help Tdh and partners to come up with a definition of vulnerable groups in the selected communities in terms of protection, displacement, basic needs, disability and contact with the justice system, it will also support identifying the available internal and external resources in each community that could include accessibility to services, availability of safe spaces, coping mechanisms and positive social norms and practices. The data collection process will include members of partnering CBOs and Tdh volunteers who will be trained on the data collection process, surveys and FGD questions. The collected data will be analyzed and presented in a final report with the support of an external expert.

Objectives of the consultancy:

• Build the capacity of local partners in participatory assessment methodologies, ethical data collection, and analysis.
• Design and lead a participatory, community-led needs assessment process in collaboration with local partners.
• Oversee the entire data collection process, ensuring quality, consistency, and safeguarding standards.
• Validate findings of the assessment by the local partners.
• Produce a comprehensive report outlining key findings, capacity building brief, analysis of findings, and actionable recommendations for programming.

Objectives of the assessment:

Tdh will conduct a community led Rapid Needs Assessment in Irbid, Karak, Amman, Madaba, Balqa and Zarqa for the year 2025. The assessment aims to explore the extensions of certain themes under child protection and current context for the population under the following categories:
– The level of impact of, and interest in current MHPSS interventions, and an analysis of available resources in each community. An assessment of current interventions to evaluate their effectiveness and overall impact, this will be explored through the FGDs with adolescents and caregivers, as well as the revision of the M&E findings of the current methodologies that would highlights further modifications or focus on certain skills, KIIs would be an added value with activity facilitators and Activity officers.
– Leveling up the current interventions focusing on youth, children with protection concerns, women and men (as being caregivers to the served children) that can be relevant to their needs and appropriate to their context (time of activities, type of activities, duration, etc.).
– Vulnerability Assessment for refugees and host communities in the six areas.

Methodology:

During the assessment, different tools will be used to collect data like focus group discussions and Key Informative Interviews (KIIs).

Key Deliverables:

The following data should be collected from the Assessment:
– Inception Report and workplan upon signing the service agreement which clarifies the analysis methodology, including the co- design of tools and instruments with partners for data collection to be discussed and approved by Tdh.
– Final Needs Assessment Report that includes the analysis of the main Mental Health and Psychological concerns identified among children and youth, prioritizing needs of children and youth along with their caregivers. It should include:
1- Executive Summary: A concise overview of the study’s key findings, conclusions, and recommendations. (1-2 pages)
2- Background: Contextual information on Jordan context in terms of protection trends, demographics, recent updates on child related laws and refugee’s situation in Jordan such as the return, work permits, financial aids, etc. (1 page)
3- Objectives: The goals and intended outcomes of the analysis. (1 page)
4- Study Methodology: Detailed explanation of the approach, including locations, training on, field work, data entry and processing, data analysis; and any limitations or constraints to the study. (2-3 pages)
5- Capacity building brief of the local partners and their experience in the data collection process and analysis. (2-3 pages)
6- Main findings (4-6 pages) for each location as per the mentioned areas (needs assessment and vulnerability assessment)
7- Analysis of the findings and recommendations.
8- Annexes: Including references and sources used in the analysis; questionnaires/tools used during data collection; and any additional relevant documents.
– The report must be submitted in English and Arabic
– Facilitate a validation workshop with Tdh staff and CBO partners to present key findings and gather feedback before finalizing the report.

Timeline:
The assessment to be conducted between May 22, 2025. The final report is to be submitted by June 30th, 2025.

The consultant is requested to include the following in the application:

– CV(s) of the personnel deployed if more than one;
– Sample from previous work (max. 10-20 pages) from at least 2 separate projects; description of similar past experience, including description of the evaluation criteria, project, area of intervention, and total budget
– Technical Proposal including a detailed methodology and work plan
– Detailed Financial Proposal for the evaluation, including breakdown per category with unit costs and duration. The consultancy will have to comply with all government rules and will be responsible for government taxes.

Logistics and conditions

Tdh will not provide accommodation or transportation. All related costs must be included in the submitted offer. The financial proposal should include a detailed breakdown of costs per category.
By undertaking this assessment, consultants are expected to abide to humanitarian principles and to ensure the confidentiality and protection of the data collected. It is also demanded that consultants follow at all times Tdh’s Child Safeguarding Policy and Code of Conduct, this applies to all stages of the assignment.

All documents, project designs, drawings, data and information shall be treated as confidential and shall not without the written approval of Tdh be made available to any third party. In addition, the consultant(s) formally undertakes not to disclose any parts of the confidential information and shall not, without the written approval of Tdh be made available to any third party. The utilization of the report is solely at the decision and discretion of Tdh. All the documents containing both raw data/materials provided by Tdh and final report, both soft and hard copies are to be returned to Tdh upon completion of the assignment. All documentation and reports written as, and as a result of the research or otherwise related to it, shall remain the property of Tdh. No part of the report shall be reproduced except with the prior, expressed and specific written permission of Tdh.
