Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting the country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
The Roving HR Officer will provide essential operational HR support across multiple field offices, with a particular focus on Aleppo and Tartous. This role is responsible for ensuring smooth day-to-day HR operations including the timely collection and review of timesheets, follow-up on payroll processes, leave tracking, and compliance with organizational policies and procedures. The position will involve regular travel to field locations to provide hands-on HR support, coaching to field HR staff, and monitoring of HR processes to ensure efficiency and accuracy.
The Roving HR Officer will work closely with the HR Manager and field teams to help implement core HR functions, strengthen HR systems, and ensure consistent application of HR standards. This role contributes to a positive employee experience, supports well-being initiatives, and helps maintain a compliant, transparent, and responsive HR environment across the Syria Country Office.

KEY AREAS OF ACCOUNTABILITY:
- Provide day-to-day HR operational support to field offices, especially Aleppo and Tartous, ensuring compliance with SCI HR policies and procedures.
- Support the end-to-end recruitment process at field level, including posting vacancies, coordinating interviews, collecting candidate documents, and completing onboarding checklists.
- Conduct HR inductions for new joiners and ensure completion of mandatory orientation modules, including "Passport to Success."
- Monitor submission and accuracy of monthly timesheets, leave records, and ensure proper documentation is filed for payroll processing.
Support field teams in understanding and applying the SCI performance management process and follow up on timely completion of performance reviews.
- Maintain up-to-date personnel files, HR trackers, and contract records for national staff at field level.
- Provide support to line managers in managing employee relations issues at field offices, escalating to the HR Manager as needed.
- Assist in the coordination and documentation of staff learning and development activities, including training attendance and feedback.
- Ensure field-level safeguarding practices are followed and report any incidents or concerns in accordance with SCI procedures.
- Conduct regular visits to assigned field offices to provide hands-on HR support, identify gaps, and work collaboratively with local teams for improvement.
- Ensure accurate and timely enrollment of eligible national staff in the health and life insurance schemes, including new joiners, dependents, and staff status changes.
- Coordinate with the insurance provider for claim submissions, tracking, and follow-up on reimbursements, particularly for staff in Aleppo and Tartou.

QUALIFICATIONS
- Bachelor of Degree in Human Resources/ Business Management/ Administration or equivalent
- Certification/accreditation in Human Resources is preferable.

EXPERIENCE AND SKILLS
- At least 3 years of work experience in Human Resources; previous HR experience in INGOs is essential
- Strong communication (written and spoken), and interpersonal skills in English and Arabic is essential
- Experience working in remote management set-up is preferable
- Ability to work independently, self-direct or at own initiative
- Good facilitation skills and ability to deliver training and induction
- Ability to work with tight deadlines, and a demanding workload
- Proven skills in handling and advising on complex people management issues
- Experience in working with and supporting multicultural teams
- Ability to travel to Field offices for the Syria Country office
- Experience in staff capacity building
