Protection Technical Director, SHARP Project

ROLE PURPOSE:

This position is contingent upon donor approval and funding.

Save the Children (SC) is seeking a Protection Technical Director for an anticipated three-year FCDO-funded project called Strengthening Humanitarian Assistance and Response to Protection Risks in Ukraine Project (SHARP). The project focuses on providing inclusive life-saving protection and assistance services to support civilians affected by the war in Ukraine.

This senior leadership position is an active member of the SC-led SHARP Consortium Project Management Unit, under the guidance of the Consortium Director.

The Protection Technical Director leads the technical protection activities of the project. The position is envisioned as 80% technical leadership and 20% management. S/He is the Acting Consortium Director when the latter is absent, and is the Save the Children-led Consortium’s secondary point of contact to FCDO and to government ministries.

The Protection Technical Director provides technical leadership, strategic guidance, and oversight for the entire scope of the project for the SHARP Consortium, ensuring strong relationships, oversigh of and technical support to all Consortium Partners Protection specialists in field locations, in all programmatic/thematic areas (such as, but may not be limited to: child protection, SGBV, legal aid, victims assistance, etc). This role develops and reviews project activities to meet targets and ensures project’s effectiveness, oversees implementation progress and supports with improvements and course-correction to met challenges. She/He reports results to the Project Management Unit in oder to ensure FCDO’s satisfaction.

The Protection Technical Director, in collaboration with the technical Protection specialists of the Consortium Partners, develops strategic partnerships with Government of Ukraine Ministries, other FCDO-funded projects, NGOs and the private sector. The Protection Technical Director and the MEAL Lead work together to ensure data and trends analysis for reporting against achievement of project’s goals, outcomes and performance indicators through the projct’s MEAL system.

The overall accountabilities of the Protection Technical Director include:

  • Lead effective coordination and cooperation across Consortium Partners and technical/thematic components of the SHARP project from a protection technical perspective;
  • Ensure a coherent and cohesive technical and programmatic approach to the Protection strategy of the project across Consortium Partners;
  • Assure a state of the art project quality and achievement of protection goals in line with international standards;
  • Ensure appropriate levels of resourcing for technical and programmatic deliverables thus being accountable for the effectiveness of the project’s outcomes.

EXPERIENCE AND SKILLS

Required experience and skills:

  • At least 7 years of experience managing protection program, with additional specific expetise required in child protection, GBV and/or other areas of protection in conflict settings.
  • Demonstrated experience in management of large, community-based and inter-disciplinary teams.
  • Strong leadership skills, proven experience in strategic planning, overseeing large programs and ability to effect and manage change effectively.
  • Experience in working and coordinating with national NGOs and government agencies, and working with local partners.
  • Strong training and coaching skills.
  • Demonstrated knowledge and background in community mobilization and engagement.
  • Excellent interpersonal skills and demonstrated ability to lead and work effectively in team situations.
  • Creative problem solving skills with the ability to work effectively in resource-constrained environments.
  • Ability and willingness to travel frequently.
  • Familiarity and understanding of major humanitarian and development donors.
  • Excellent oral and written communication skills in English.

Desired experience and skills:

  • Knowledge of Urkainian and/or Russian language.
  • Recent work experience in Ukraine.
  • Experience with FCDO regulations and reporting procedures and systems.
