The Opportunity
The Kvinna till Kvinna Foundation, in partnership with Dawlaty, invites qualified consultants or consultancy teams to conduct the final evaluation of the EU-funded programme “Women as Agents of Change in Syria” (2024–2025).
This two-year programme supports Syrian women’s rights organisations and grassroots groups to strengthen their capacity, amplify women’s voices, and enhance participation in political and economic life.
We are looking for a skilled evaluator (or team) with a strong feminist and rights-based approach to assess the programme’s achievements, identify lessons learned, and provide actionable recommendations for future programming.

About the Programme
Implemented by Kvinna till Kvinna and Dawlaty, the programme focuses on:
- Strengthening Syrian women’s rights organisations (WROs) to improve operations, sustainability, and advocacy efforts.
- Empowering women with skills for political participation and economic resilience.
- Supporting women-led grassroots groups in rights-based campaigning and community engagement.
Your Role
The evaluation will assess the programme’s relevance, effectiveness, efficiency, impact, and sustainability, guided by OECD/DAC criteria. You’ll also collect qualitative stories of change using the Most Significant Change (MSC) methodology.
Key deliverables include:
- Inception Report (Aug 2025)
- Draft Evaluation Report (Dec 1, 2025)
- Validation Workshop (Dec 10, 2025)
- Final Report (Dec 23, 2025)
The assignment is expected to take approximately 40 working days, starting in June 2025.
Who We’re Looking For
You (or your team) bring:
- Proven experience evaluating international development and civil society programmes.
- Familiarity with Most Significant Change methodology and participatory approaches.
- Strong background in gender equality, feminist theory, and rights-based evaluation.
- In-depth knowledge of the Syrian context and broader MENA region.
- Proficiency in English and Arabic (spoken).
- A master’s degree (or equivalent experience) in social sciences or related fields.
- Experience with EU-funded programme evaluations is a strong asset.

- Evaluation methodology
- Work plan
- Data collection and quality assurance approach
- Participatory strategies
- Financial proposal (EUR), including a detailed budget in line with the €20,000 ceiling.
