General purpose:
The Support Manager, based in the Implementation Department at HQ or remotely within the EU, will support the mission in efficient decision-making, validation, and reporting processes for the BHA project, focusing on compliance with donor and US Government’s SCTM (Sanctions and Counterterrorism Measures) regulations. Key responsibilities include supporting logistics and procurement operations, and facilitating centralized validation processes to maintain compliance and separation of duties. Regular field visits to mission sites, comprising up to 30% of the time, and coordination with various HQ departments will ensure the project’s successful implementation in a rapidly changing environment. At least 10 working days in Madrid through the duration of the contract is required for key in-person activities. The position is available on a full-time basis for six months or part-time. Extension based on funding. The specific terms and length of the contract will be discussed during the hiring process.
The Support Manager will need to navigate visa and staff mobility challenges and address issues related to humanitarian access and operations in Gaza, identifying solutions to significant logistical challenges due to the war, including limited fuel access which impacts water trucking and other essential operations.
The Support Manager must ensure that all operations adhere to the stringent security protocols and SCTM regulations set by the US Government.
Key activities:
- Logistics and Purchase support: Lead the preparation / validation of procurement dossiers. Review ACF’s logistics and supply process vis a vis BHA requirements and identify necessary adapttations to workflow and forms as needed Ensure the acquisition of needed information for watchdogs for all procurement dossiers. Support the Logistics team in Mission to carry out BHA vetting process of suppliers and ensure proper filing and archiving of documentation Provide support to the logistics and procurement department at Mission and HQ levels as needed
- Contract(s) Management and Compliance: Act as a compliance helpdesk for the Mission for activities under the BHA grant, ensuring complianace with US SCTM regulations, under the guidance of the Production Coordinator. Facilitate validation and vetting processes centralized at HQ level for compliance and separation of duties. Support the review of legal and administrative documentation and donor compliance and provide internal coordination to ensure timely feedback Ensure donor guidelines are followed during project implementation. Facilitate the signature of agreements for OPT or the region, following up with relevant stakeholders. Ensure compliance with BHA and ACF internal requirements and regulations and contribute to ACF’s internal SCTM impact monitoring tool, in coordination with the Advocacy Advisor. Stay abreast of BHA rules and regulations and update team members on required adjustments. Support the mission in developing a risk matrice and identify mitigation measures Support the mission in the implementation of the mitigation measures
- Other relevant responsibilities: Provide financial and administrative support to the Mission and audit/Finance in HQ when needed for instance for audits or on compliance matters. Facilitate rapid decision-making processes involving different HQ departments for a project implemented in a rapidly changing environment. Screen CVs, shortlist candidates, contribute to the preparation of technical tests and interview guides, and participate in relevant panels for the recruitment of logistics and finance positions. Cover gaps at mission and regional levels up to 30% of the time. Conduct weekly check-in calls with relevant logistics and finance colleagues at mission level and participate in the weekly Eurasia team meeting and finance/logistics meetings. Train incoming logistics and finance staff members deployed to Gaza.
Candidate description:
- Expertise in logistics, supply and procurement, previous experience in managing BHA-funded logistic processes a significant advantage
- Proven experience in project support within a humanitarian context.
- Strong understanding of donor regulations, particularly BHA and SCTM.
- Ability to work in rapidly changing environments and manage multiple stakeholders.
- Willingness to travel to hard duty stations and adapt to remote working conditions.
