GENERAL CONTEXT
Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed, or political affiliation.
AKIBA CONTEXT
MSF OCBA has a wide Supply Chain portfolio, managing not only Medical but also Logistical products over various continent such as Europe, Africa, South America, Middle East, and Asia. Its Supply Chain consists of ordering – buying – storing – shipping in all the places where it operates. It can be divided into: Medical and Logistical as well as International and Local, where Medical products are mainly bought internationally in Europe (France) and Logistical products locally (local market).
Apart from the Supply Chain processes functional requirements, AKIBA complies with the specific non-functional requirements linked to MSF OCBA operations: discontinued connectivity, satellite connection.
With the ambition to implement a new integrated Supply Solution, MSF OCBA started the AKIBA Project in 2020 with the objective to identify, select, and develop the best suitable solution for the management of its supply chain.
The implementation of AKIBA is planned over 6 years and will require a specialized team of between 10-13 staff with diverse competences in the fields of supply chain management, ERP implementation, E-Learning, Solution deployment and humanitarian operations.In 2025 we will enter the deployment phase of AKIBA, in which AKIBA is deployed in OCBA’s missions. This last phase is expected to last around 2 years.
MAIN RESPONSABILITIES AND TASKS
- Learn technical, and basic functional, aspects of AKIBA to be the main point of knowledge for AKIBA’s technology deployment.
- Travel sequentially to the missions and projects (Africa, Middle East, South America, Asia) deploying the tool and ensuring that it works and is adopted appropriately.
- Perform the implementation in the missions and projects in collaboration with the MIO – Supply and MIO – Pharma.
- Install, configure, and test Dynamics 365 FO, PowerApps, and POS applications, including setting up hardware and ensuring system functionality in the field.
- Train ICT Officers on the basics of AKIBA applications and provide technical support to ensure smooth adoption and operation of the systems.
- Conduct system tests, troubleshoot technical issues, and ensure optimal performance in diverse field conditions.
- Set up and configure devices, including computers, mobile devices, POS servers, and networks, tailored to the specific needs of each location.
- Monitor system performance during deployment, contribute to identifying and documenting missing technical guide steps, and provide detailed reports on progress and technical challenges.
- Remotely support each mission and project until handover of the support to the AKIBA team at the end of deployment.
- Collaborate with other involved Project and IT teams, FICT, ICT Officers, and central ERP support teams to ensure a coordinated and efficient rollout of systems.
- Serve as the primary point of contact for technical issues during deployment, providing immediate troubleshooting and resolution for application, device, or connectivity challenges.
SELECTION CRITERIA
- Minimum 3 years’ experience as IT technician.
- Experience in humanitarian sector/MSF is an asset.
- Fluent written and spoken English. French strongly desirable. Additionally: Spanish and/or Arabic would be an asset.
- Good understanding of ERP solutions, MS DYNAMICS Supply Chain Management module deployment experiences is a big advantage.
- Excellent communication skills.
- Experience with training non-technical staff in IT systems and applications.
- Experience in providing application support for a diverse, non-technical, geographically dispersed user community would be a big advantage.
- Experience in writing user documentation.
- Solid organizational skills including attention to detail and multi-tasking skills.
- Ability to work in a fast-paced environment with multiple shifting priorities.
- Ability to manage competing priorities in a complex environment.
CONDITIONS
- Homebased position when not deployed in the field. (at least 60% of the working time).
- Starting date: 1st of April 2025.
- Full Time job.
- Annual gross salary: Level 4 IRP2 + Secondary Benefits based on the MSF-OCBA Reward Policy. Subjected to local conditions.
- Duration:until project implementation (beginning 2028).
