Proposal Objective:
Social Impact is pursuing the upcoming USAID/Yemen Continuous Learning and Evaluation (YCLE) Follow On Project. The project is designed to provide rapidly deployed, robust, on-the-ground, in-country oversight of USAID funded development activities implemented in Yemen. We anticipate YCLE to provide a variety of services to USAID/Yemen to enable it to effectively monitor program performance and operational context; evaluate the performance and results of USAID/Yemen activities; and learn and adapt for improved effectiveness. This contract will result in strengthened monitoring, evaluation, and learning (MEL) systems at USAID/Yemen and enhanced MEL capacity of local entities to improve accountability and increase the use of evidence for programming, learning and adapting. The overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization, with a focus on performance and contextual monitoring and verification services; evaluation services; analysis and reporting services; collaboration, learning, and adaptive management services; and program support services. The anticipated award date for the YCLE Follow On will be Spring 2025.
Position Description:
Social Impact is seeking a Deputy Chief of Party (DCOP) who will play a key role in supporting the Chief of Party (COP) to effectively achieve the results for YCLE.
This will be a full-time position for the duration of the contract, contingent upon contract award. The DCOP will be based in either Amman, Jordan or Aden, Yemen. The final determination for location of the position will be based on the applications received and release of the solicitation.

Responsibilities:
- Support the COP in leadership and management of the YCLE contract, supervising a set of YCLE staff and consultants.
- Manage the scoping of new activities including recruitment of international and local personnel and procurement of subcontractors.
- Support the COP and activity teams to manage resources in accordance with the contract budget as well as USAID policies and regulations.
- Support the COP to ensure quality, responsiveness, and timeliness of all deliverables through YCLE across all technical components.
- Support the YCLE team in adapting activities and operations to the Yemen context.
- Serve as acting COP as needed.
Qualifications:
- University degree in the field of international development, business administration, public administration, social sciences, or related field.
- Minimum eight years of relevant experience in international development, with significant work experience in Yemen required.
- Experience designing, conducting, and/or overseeing monitoring, evaluation, CLA, and capacity strengthening tasks for international development projects.
- Familiarity with USAID initiatives, policies, and priorities.
- Proven supervisory, mentorship, and leadership capabilities for all levels of local and international staff (employees and consultants).
- Demonstrated ability to effectively interact and develop relationships with USAID, local professionals, international donors, host country government counterparts, and implementing partners.
- Excellent oral and written English and Arabic required.
